These pumps serve the purpose of pumping water to an exterior point. In this case the pump was not plugged in, so as the air handler was in "cooling" mode the pump just overflowed onto the crawlspace floor. It's obvious how extreme this can become - as the dirt floor was saturated. This could also lead to mold/moisture and yes even structural issues if this problem was left unattended.
